Central chiller plant is a system decision before it is an equipment one: how many machines, what turndown, what happens on a part-load day, and what happens when one machine is out for service.
A single large chiller is cheapest to buy and worst to live with — it cycles badly at part load, which is where a building spends most of the year, and it takes the whole building out when it is serviced. We will usually recommend staging, and explain the cost difference rather than hiding it.
